Does cashing out to BTC still work?

It doesn't work the way you described it, and just don't try that, ass you will only be ripped your cards.
There are few ways to cashout CCs to BTC with a workaround. But probably no one will show you free of charge ^^
You will have to invest some time and money to achieve some knownledge about carding, OPsec, AFS, browser fingerprints and so on.
And if it would be as easy as you described, everybody would be doing it
