Big german bank loses eur15 million in mysterious cashout of emv cards (Chipso)

if you study the case no emv is used !!!
-1 500 000 dollars
-made from 2000 cards
-hacked from a bank (not from skimmer or malware)
-magnetic track was cloned
= 750 doll per card take on atm or pos
750 doll look like a day limit in cash like in a lot of country
why brasil ?
maybe because some reader (atm or pos) not verify emv from code in magnetic stripe ?
but for sure emv was not used in this case...
