Man, its trashtalking. No any proofs of your words. Of course for shops is more profitable to not refund this code and imagine some fairytales. Nobody check cards before they place the order, and if the order gets canceled or rejected, you need to check the card to understand the reason of canceling. Personally, I'm using only real devices and custom socks, so this situation shows me that problem is only in cc databases. Do not blame customers that they are doing wrong something, cause this can be on the side of your providers! 59 code is a visa card flag, which means that all transactions blocked on the level of visa payment system.
