Есть какая-нибудь литература,статьи вообще что б хотя бы примерно понять,как это работает ? Понятное дело руководства по записи чипа не стоит ожидать,но всё же:
Снимается дамп чип-ридером,затем наносится им же,но через этот чудо - софт ,в котором никто не может разобраться ? Верно?)

это очень общий вопрос.
для конструктивного общения нужно обладать одинаковым представлением некоторых терминов и понятий.

can someone use this info and encode it in a chip card
POS are setup in 4 steps and they missed 2 important steps in the verification process of the card . if someone can encode this info in a chip card it will have a succesufull approved transaction in POS

могу проконсультировать что как делать и как карты делать смостоятельно со всеми степенями защиты
по чипам да бесплатный совет проблема не в софте а болванке) есть только 2 селлера с норм болванками.
и еще если дампу более 24 часов 80% что коректно не закатаете его
