i have canada pp accounts with mail access. they were used once to buy bitcoin and when i tried the second time it would ask to link a new card. its as if they blocked the debit card that i attached to the pp account.
also the debits that are linked to the pp accounts are locked from the bank issuer so the funds are frozen. the pp account is still live. i can make more pm me
