Does cashing out to BTC still work?

Hello, I am not new here, but after reading the forum for so long, the only thing I can figure out is a strategy, which I think fits me. The strategy is like this:
- Buy a card or a account from a vendor
- Find a cashout service, ask him to cash it to me in BTC, and accept lower 50%, even 10%
- Mix the BTC
- Sell it on for ex. Localbitcoin
If you guys don't mind, please teach me, does this strategy still works?
