Non-VBV cards are also getting declined

Hello brothers, i need a small help, i tried to make a payment on a 3d gateway Turkish website with a USA non-vbv card, its not asking for pin or OTP but always giving me declined for even 1$, i want to know your inputs from experienced carders

Most probably it doesn’t accept non vbv cards

US non vbv or non vbv reset by Ssn, dob cannot go through or bypass on most airlines website. the only way you can use US non vbv successful on airlines website if you can get the OTP sent to email or phone number.

Turkish websites automatically reject foreign cards or redirect 3d.

this has been my problem also, self made list of novbv but many sites not accepting, is they're a way around this?
