I had a similar issue, with the same problem. What I'm thinking is to possibly set up a separate mailbox, private service, close to their area, and register there.
Then, have the box forward/reroute.
I'm not sure if Walmart, Greendot, NetSpend, or Bluebird have Virtual cards. If they do, what I'm thinking is, if they do, is to have it sent to the private box, tell them it's a dupe, dispose of the card, and rely on the virtual.
ATM, I'm only brainstorming...
