The valid rate remains the same since the day you started buying from the shop.
Card owners also don't randomly feel like waking up one day to cancel their cards.
Bases contain completely random cards from sniffers since day one, unless marked as "SELLER", thus logically the overall valid rate for all bases are all ~90%.

Your 12% refund rate is still considered good and within the upper range of legit/normal.
The 10% limit for Premium to have 05 refunds is preliminary and still part of a pilot model as stated in the news page and may very well change in near feature depending on overall statistics.
