Technically very easy.
If like you say, you have BIN that will not die by multiple decline (999 declines). You just need to bruteforce cvv. Find some donation website, and make bruteforce script try all cvv's. Probably the website will block you after few attempts, the hardest part would be find "donation form" where you can bruteforce without blocked by website itself.
