That is you wrongly assuming that all banks require SMS verification
The verification is set by the bank for Apple pay, Google pay, Samsung pay and not by apple, Samsung or Google
Some banks require only SMS verification, some require only email verification, some don't require the last two but require you call and some require you verify though the banks mobile app
