Question on Bill Pay Bank of America

Hello guys, got a question here for those who have worked with Bill Pay on BOFA.
If SafePass is OFF, when adding a new recipient, will the OTP still be sent to the mobile number attached, or will it now be sent to the email address since Safepass is OFF?
