Because SIM cloning involves to have insiders in the phone companies, is a very hard to do thing, and such services are very very hard to get... is he refuse escrow, more likely is a scam.
I can't be sure and make accusations (like the idiots who gave me - rep without any proof), but is hard to think you can have a good reason to refuse escrow, if you are legit...
