Which owner did not press charges? The business owner or the card owner?
Also, generally speaking, some crimes do not require the consent of the victim(s) for the authorities to move forward with the prosecution (domestic violence is one, for example). Not sure if this superseding clause also applies to non-violent crimes, but it is worth checking with an attorney.
