is it possable to connect to tails then connect to RDP and start carding from there ?

Theoretically - why not. But practically, due to slow connection via Tor, your RDP experience will be less then average.

should i connect to TAILS VPN then RDP ? or just TAILS+ RDP ?

THE TOR WILL MAKE THE RDP RUN SLOW, TRY DOING IT VPN AND SEE

VPN connection will slow down RDP connection even more, so it will be almost impossible to work this way. Why you need to use exactly Tails? You may use any system with VPN and RDP.

Tails doesn't support VPN, you either go with VPN to RDP, TOR with tails or SSH tunnel over TOR to th machine.

or you can just use a vpn then install tails on vmware or virtualbox then connect to your rdp from tails, im sure if you have a solid internet connection you won't notice the difference as the internet might decrease but not a lot
