How to safely withdraw from CC's?

Hi, as a noob to this - I've recently acquired a CC which seems to be legit as I tried to input it in an app without buying anything.
Now my question is: How to safely withdraw the money? Are there any recommended ways and some no-go ways etc?
I've given it a thought to just directly try to buy BTC but it feels risky to just input the CC on my phone etc.

First of all it will decline if you try to buy directly without using proxies and stuff ? even if it worked you will reveal your real ip address to goverment
