The difference between non-VBV and VBV cards

Hi, I am new on this topic and I saw on certain autoshopes that they sell VBV Cards and Non-VBV Cards, I wanted to ask if someone can tell me what the difference is between them.
I have some another question also:
Question 1:
Can i buy with both food from fast food shops and other shops?
Question 2:
Do i need to take extra steps before i'm buying with a non-vbv/vbv cards?
