The reason are below
1. The phone number you have on the cc might have changed
2. The victim may not pick or respond
3. The victim may respond but with a wrong otp
A better solution is getting a 100% non vbv bins that will never ever require otp, or get an apple pay, Samsung pay, Google pay auto add bins that automatically adds on apple pay without needing otp
