Writing Blank CC

How do i rewrite blank cards with CC information?
I have their name, address, exp, and ccv.
When i read a credit card the layout was
"BCARDNUMBERXX^Last/First^xXXXXXXXXXXXXXXXXXXXX"
What are the last set digits? Do i need them to make the rewritten cards work at the gas pump? I see that they are different every time i swipe new cards
