Paypal + cookies question

Hello, because I haven't dealt with draining bills from PayPal.I have several inquiries.
When I buy PayPal with cookies from my country besides integrating cookies in my browser, should I do anything else?and should i use rdp or socks 5 when the account is in my country.
And when I buy PayPal + cookies for another country do i have to change the time, use rdp / socks5 or something else
I also want to know the difference between a verified account and a non-verified PayPal account
