I want to know if it's possible to cashout money by ATM in EU.
If I buy 101 D+P from US can I cashout in EU ?
or If I buy 201 D+P from EU can I cashout in EU ?

where can I get blank cards with EMV chip and how to encode a EMV ? (if it's possible)
