Is it safe to use burner phone as wifi hotspot for carding?

Hello, so this is my setup.
Burner phone bought for cash and a prepaid SIM, this phone will be used a wifi hotspot to connect the lap top running live Tails OS or Parrot OS.
This phone will always have location off, plane mode on and will be shutdown after each carding operation. This phone will be used just for carding. The SIM will be changed each 15 days and the phone will be changed each month or 2.
If the phone's service provider would like to get a hold of me I think the only information that they will have about the phone will be the tower to which it connects right? So they only see the closest tower to where I am carding at that moment?
Do you guys recommend changing the phone's macaddress? Can I change the phone's IMEI? Do I install the VPN in the phone or in the lap top that I will connect to the phone?
I understand its several questions, I am a newbie and would like to do things the safest way. I appreciate you help.
