Bin Quality and Bank Type - Problem

Hello, I need help with this:
I want to buy CC or bank account for Google ads/Facebook ads. Thing is some CCs/Banks give $20 or $50 threshold ad credit but some CC/Banks give more ad credits. Is this difference due to bank type or high bin quality?
So in a CC shop, how I determine high quality bin CC or top bank to get the most ad credit?
