I have SSN, dob, mmn, enough background data to have pulled a freecreditreport.com and a creditkarma.com
One of the better profiles I've ever seen, not that I've seen that many.
And the kicker is is that they live maybe 20 minutes away from me.
I'm in a tight spot in life right now and I want to make this count if at all possible. I don't need to be rich from it but I'd like to get more than just a couple hundred.
Last time I messed with something like this was in 2007 and they didn't have all the text verification that they do now among other new security measures.
If anyone has some advice I'm all ears.

An 815 credit score is not that uncommon. It is rather easy to obtain 815 score profiles by targeting the richest zip codes and filtering results to older people who own properties in the said zip codes. In the overwhelming majority of cases, the scores filtered by the above parameters will yield 800+ scores. I know this doesn't necessarily help your case, but it should provide you with some relief in the event you screw up this particular profile.
Now with that said, you can always utilize your profile (selectively) for loans/merchant accounts, etc. OR, given your proximity, you could perhaps sign up for CCs and have them mailed to their address in the general window of time when they're on a vacation, and you can pick them up in person. This is a rather simple process that generally doesn't require any complex authentication (besides maybe a set of typical KYC random questions) if the mail-to address is long established on the person's credit report and background report. You can use Google Maps to view their residence and assess the accessibility of the mailbox to outsiders, while relying on social media to establish the timing. I'm just throwing some unsophisticated method out for you. There are others that I'm not willing to share, obviously, but this is just the nature of this field.

I like the optimism about plenty more where this came from.
The individual is getting along in their years and one thing I havent been able to find is any reference to social media at all. So I drive by at different times looking to see something and I can't even catch a car.
Any ideas for getting the DL or state ID somehow? Washington state if that helps.
Im in the process of getting a prepaid sim card which I hope along with the virtual credit card that I bought with bitcoins will enable me to do some new credit.
Ill check google street view for the mailbox.
If I was going to apply for credit after doing some research on places would it be best to apply to X number of places all in the same day? And is there a limit on that number?

Washington State ID/DL# are the easiest to figure out, and be able to verify their accuracy as well. Their numbering algorithm is not random like many states. All you need is Fname, middle initial, Lname and DOB. This simple tool will calculate it for you

Once you have the number, you can head over to the official licensing webpage of WA state
https://www.dol.wa.gov/driverslicense/checkstatus.html and click "Check the status of a driver license". There, just enter the number calculated and you'll see if the information is valid, and the expiration date of the ID/DL as well. To calculate the issue date, subtract 6 years from the exp date and choose any random non-weekend date/month combo.
Now, when it comes to applying for credit, every single application will imprint a "hard inquiry" on your credit report that will become visible to every entity that subsequently pulls/refreshes your credit report. Therefore you have to be very careful here. I think a single hard inquiry a day with a pause of at least a month in between inquiries is a relatively safe route. Anything in-between and, in my experience at least, your chances of instant approval are greatly diminished. And also make sure that the entity you're applying for credit from isn't already on the person' credit report as an active/inactive account. And a last caution, there is always a chance that your victim has an active credit monitoring in place that will notify the them via text/email as soon as a soft or a hard inquiry is placed on their report, so consider that as well.
You can obtain a sim card, sure, but remember that they will cross-reference your number with their commercial/proprietary DBs and figure out that it is a new number. It doesn't mean they will deny you credit since the mail-to address is already long established, but it may affect their fraud scoring of your application. It may be safer to just use the victim's phone number initially and once you're in possession of the card to spoof your number and call the institution to activate, and then you replace that number to one of your unused disposable number for future alerts.
