PayPal question

Hello,
I have an issue with PayPal. Both account are verified. I try to send funds from A to B, however, now all transactions gets rejected. There’s no account limitation. I even spoke with PayPal customer service in order to fix this. They told me that the B account needed to be verified with credit card which I have done by now but still not seamlessly with the transactions what so ever.
Anyone doing PayPal that know how to bypass this?
