pre-auth No balance does it mean empty or is it a decline?

Had a fair few cards lately displaying:
pre-auth No balance
on try2check. I've rarely seen this on checkers prior to the last few weeks. Does this mean the card is actually live but no balance or is it just a different way the card providers have started disabling the card when fraud is suspected?
Reason i ask is if they are genuinely empty to the point try2check can't charge $3 this covid-19 debt is building massive already. Economy is going to take ages to recover. Knock on effects for us all
