Virtual pos ideas/help please

I have real cards loaded with linked money with 6 digits code i want to process loaded cards,like bankers working with them they attach the money to the card and generate authentication code then i swipe the card through offline pos ask pin the 6 digits approve the transaction in machine and then when off comes on the money hits the merchant account. If you look in or to the card there is now money when you put code it grabs the money attached to this card.
Only virtual pos of offline can get it from visanet and process t to bank account a lot of. People use to move money under radar and not pass central bank,
What i need virtual pos? And can it be programed to direct bank accounts in it to receive the funds or there is a third party payment processor?
