$7k on a card

i have this persons card info with pin inluded they in jail rn on some other dumb shit id ont have physical card i hace a msr any possible way i can write track 2 with just the info i ahace if not how i can i load up all 7k or most of it at once on like a bank drop or somethin so i can cash thi shit out now im not looking for somebody to do it for me will not give the info away just looking for advice ideas and someone to point me in the right direction you help me and i will surly bless you back lmk asap
