atm cashout

I have a lot of non emv arms in my area.im only interested in atm cashouts.whats the difficulty in cashing out atms?? Is it better to get debit card dumps or cc dumps? I read somewhere where cc dumps are very limited in how much you can withdraw a day.any insight will be greatly appreciated
