D+P cashout in EU

I want to know if it's possible to cashout money by ATM in EU.
If I buy 101 D+P from US can I cashout in EU ?
or If I buy 201 D+P from EU can I cashout in EU ?

101 +pin can cash world wide , but you can face geolock , 201 +pin just few country and Atm can cash out but as well here you can face geolock .
this hard job for newbie , find country ,bin etc .need money for tests or good plug try inform yourself a bit ,
every very important info posted on forums will reduce your chances to in future to earn from this .
