Not possible. Only way you could achieve that is if you know the login info to the phone's service provider (i.e Verizon, AT&T, T-Mobile) and login there to setup call forwarding. But that step is a little tricky by itself, because it may send confirmation of changes text/email to the owner.
Depending on what you're doing, it's more feasible to call the bank to change the owner's phone number, or get a different number (not VOIP) with the owner's info and provide it to whoever you're trying to trick.
