Anybody know the app to forward cc owner calls and text to my phone with no access to person phone ?

Not possible. Only way you could achieve that is if you know the login info to the phone's service provider (i.e Verizon, AT&T, T-Mobile) and login there to setup call forwarding. But that step is a little tricky by itself, because it may send confirmation of changes text/email to the owner.
Depending on what you're doing, it's more feasible to call the bank to change the owner's phone number, or get a different number (not VOIP) with the owner's info and provide it to whoever you're trying to trick.

I agree with you. It is possible, and I explained how. You also have 2 other possible methods that I forgot to mention.
1) an insider in the service provider who has the privileges to divert calls
2) draw up a fake warrant demanding that the service provider divert calls without the owner's knowledge to a particular number and send it to the provider's legal department.
Apart from those methods, I can't think of another way. Perhaps you could share how your "people" are doing it ?

It’s an app i do not know about everyone i know who diverts calls tells me it’s an app but no one wants to say because that’s there way of making money so I’m looking for someone who knows this app
