From what i understand, VBV agreed to all ur demands, he said after you see it is 100% non-vbv, then escrow is released.
Only issue can be is that he is charging premium for checking the BINS on JSTASH to see it is available or not.
He is charging extra, but that is his wish. IF you don't like you can find other vendor.
He is accepting escrow.
NOTE: Also his rate is different from thread, cause he is doing extra checking for you.
I see nothing wrong on VBV side, based on the logs posted.
