I have said which is observed many many times in my carding experience.
Even in worst time Capital One Bank USA bins Untouch Base card didnt work for me for $100 even the card is Live and Authorized.
&
Same time 434256 which is Debit Bin worked for 4300$ . Even everyone knows this bin will last for few hours and have less balance.
So It depends on luck too
