Pretty sure, he meant Bookies with no winning limits.
Since most European bookies start limiting you account after you have a win streak surpassing their bet algorithm.
They restrict your bet placings from your usual limits to less than 10$ a bet which is quite shitty of their service. so bet brokers is the only way to bypass this since they use multiple bookies for their clients, most of which are high end clients placing 100's to 500k USD/EUR bets on one match.
Seriously this happens.
