I think with EMV its not about the software, its more about getting the arqc and other cryprtrograms or in laymen terms the algorithms for the corresponding banks. If you have the master key and the other details HANDY then global-emv company software is good to work with.
But the BIG and a very BIG question is how u will have the specific details of what EMV tags and what cryptograms each bank uses. and DEFAULT setting will not work for you. PERIOD

master key is noy on the card
master key is only on main server
so to get it have to hack bank ))
chip contain only private and publik key
but it is possible to make POS read only publick ..
like brazilians did
