Not necessarily, vbv_dude. Most likely, he's using a service like MyCheckFree, XpressBillPay or other bill pay service that is not affiliated with the bank/institution, where they cut and mail them a check or ACH them the funds. When the chargeback inevitably takes place, the Bill Pay service is on the hook, and not your actual bank/institution -- that's what OP means here, I assume. So, yes, you're technically safe for the first couple times, unless the bill pay company gets fed up and reports the scam to the police or to the bank.
I've done the same with some of my bills and I've been fine so far. No need to pay anyone to do it though. You can do it on your own. MyCheckFree works with many banks (including BoFA), so you can purchase a CC and do it yourself.
