is logic that you dont order on your home adress, or go direct to police station and say you do carding and you want to get some time in jail it would be faster
depend on delivery, but most of case yes they ask ID, you would need a false ID to receive paket from carding or make a photocopie+declaration of lose ID it work too but look suspicious
