Do not talk nonsense. Each state has its own barcode structure, its own size, number of columns and so on. Any software and products on github will not give you such barcodes. All you'll get is absolutely the same code structure and visual compiling for all states and frustration at their use.
The barcode of each state on pdf417.cc is completely identical to the original. A separate work was carried out on each of them.
Take advantage of what you found in Google, but do not mislead people.
