It would be flagged if we would use same merchants all over these years. Our system rotates merchants like crazy on daily, sometimes hourly, basis. We automatically detect flagged merchants and replace them with new fresh ones. I know it's about a trust to our background work but it's a fact.
We lock accounts by 2 ways: 1) incorrect password 5 times in a row; 2) inactive account for 6 months. I don't actually know what case is yours but we never lock accounts by our own wish.
$10 payment is a topup not fee. It's about to confirm your wish to use our service. Technically unlocking process makes an account deactivated, $10 is standard activation topup.
