You can call Visa at 1800-847-2911 and tell them you found this card on the street. They will instantly block this card.
In the future, you can do the same with Mastercard, Discover or AMEX. You don't need to lookup the bin and call the bank; you can just call the issuing brand and they'll take care of it.
Simple as that.
