Forgot to add something: the reason why some merchants and vendors add (and sometimes require) VBV/MSC is because it fully shifts liability from merchants to banks in case of fraudulent transactions. Without VBV/MSC, the merchant is ALWAYS (no exception) liable for chargebacks and they incur the loss alone. When an order passes VBV/MSC, however, that liability shifts back to the bank and the bank becomes ALWAYS responsible for chargebacks and the merchant gets to keep the money in case of a chargeback.
