you need one of the following from my little experience.
Fulls so you can call too....approve the decline transaction....
login to the card /bank ----sometimes you get mesaages,like suspicious transactions ......or unusual transactions ......you click yes, it was me ...and try again and it will approve .
email access to the card, you check ur email and see, if you attempt to purchase a pu**y for 10.99$ click yes ..if charges not from you...decline .........
