There is no scam anywhere. Refunds are issued for 07 codes for Gold status and up.
Shop operates transparent and rules are clearly stated, even in the Cart section:
2.7 Refunds are issued only for CVV errors or the following response codes:

14 (Card No. Error),
15 (No Such Issuer),
33 (Expired Card),
39 (Invalid Card),
43 (Stolen Card),

Premium: Earlier refund codes including:
05* (Declined),
46 (Account closed),
