If you're suggesting generation of any/all States, do you mind telling us if the data passes byte-check test? Which states do you have with Z-field zone data? Are your 2d's all made with the same header data and AAMVA mandated regulatory standards for entry, or are they each encoded separately?
Do you plan to offer State Identification also? And do you include 1d (128)? What about assurety of an accurate line-count?
Are you offering a first-hand solution or something based on previous auto-soft (Transmod/LeadtoolSDK)?
