He is not looking for cash out.
Rather he is looking for someone to BUY is PP transfers from him.
There is nothing wrong with that, but that is completely different from what he SUGGESTS that he is offering.
I spoke with him and he didn't ever allow me to confirm that I am willing to accept escrow anywhere, here or otherwise, but was more focused on either my history and/or basically paying him.

Any one with any experience knows you do not negotiate flat rates. Rather you work rates based on the amount persons are able to send.
Flat rates me you are either screwed on small amounts or unappealing to the large amounts.
It trying to discuss this with OP, he quickie descended into name calling and attempts at racial slurs. Assuming he has any idea who I am.

Be careful when dealing with this character.
He is not really concerned about cashout, rather being paid for PP transfers. So upfront payment or Escrow on this kind of deal means, if chargeback comes even in 15 minutes, you are on your own and it is your loss.
In my experience even if you can do manage to do it in 30 minutes, you need at least a 2-3 hour time margin for the volume OP suggests.
I am not saying is a bad person but definitely and Asshole.
