1:Some bank bins ATM PIN can easily be reset with just that information on the banks automated customer service number
2: with that information, some bins balance ( not change of pin like above) can be checked
So at least when hitting stores, you don't go blindly since you know exact balance ( but that doesn't mean region block won't come up or will be approved)
3: with that information, some bins can be pre-authorized for use before you use them
This is like a 90 to 100% success rate, since with preauthorisation, you can preauthorize the amount you wish to swipe
4. If comes with cvv2, which I doubt, with the apple pay adding card verification trick, you can add the card on apple pay and do NFC transactions ( 100% successfull rate if card is successfully added and if tap and pay amount is within limit of the card).....ofcourse this method works with cc with SSN/dob too andoesnt really require dumps
