you simply need to connect a sip line to asterisk server
an auto-dialer can do the DDOS on a number calling every second or two
the sip line have to permiss any call rate per min

There are simply excellent services, but they do not work in all countries, from personal experience I can say that once having ordered a flood while working, I called from a voice and the client answered as if there was no flood.
