Dont think so. Pretty sure rerouting has to be done by the receiver through the carrier. Once shipment leaves sender they wont do anything about it. The big shippers could but they most likely wont "for security reasons" or their just lazy. There are several carriers that allow u to change address to hold for pickup but u will need an id that matches name on shipment. Some (not many) merchants will ship as hold for pickup but u have to arrange in advance.

hey ups you need to create upsmychoice to reroute or call them with the tracking and email they will create for you and mail you temporal password and username.
FEdex you need to create fedex delivery manager.
