I need USA or Europe cards (only Visa or MasterCard). Balance 0.01$ is enough. Where can I get such at an adequate price? Or how can I top up empty cards with minimal commission?

Search the 'Free CC' sections of the forums.
The cards they leave dead have a 10% -20% validity rate and you can easily get the amount you want.
