I can't register in the steam.
Through Dedicated Server steam requires to disconect the proxy and vpn and disabling them on Dedicated Server does not help, it looks like dedic's ip is in their database.
It turned out several times through the tor, but now it's not working: it requires to enter a captcha over and over again.
are there any options how to bypass their protection?

You need atleast socks5 for this, but don't bother carding steam, it's almost a guaranteed refund in less than 24 hours 99% of the time.
